Forty-five years into Israel's domination of the Palestinian territories occupied in 1967, the Adva Center published  its bi-annual report on the burden of the Israeli-Palestinian conflict, written by Dr. Shlomo Swirski. The report examines the economic, social, political and diplomatic burden of the conflict for Israel.

The final report in the education series shows how to improve the system.

The main finding is that on a per capita basis, central government transfers to the settlements continue to be higher than the average for local authorities within Israel proper, especially in comparison with Jewish development towns, Arab localities and Forum-15 cities.

Young middle class people, aware of the new standards, realize that this is a race they cannot win, a race that turns them into rats caught in a maze. In the 1960s, American students called it the rat race.

The Israeli school system still has a strong public infrastructure. Most of the teaching hours are financed from the public coffers and most teachers are employees of the Ministry of Education or the local authorities. However, over the past three decades privatization has made serious inroads, as parents, nonprofits, and commercial bodies – referred to as "market forces” – play a growing role.

The report shows that although the Israeli economy suffered less damage than other countries from the global crisis, resuming economic growth faster than other economies, internal inequality continued to increase.

The Adva Center annual update of the report, Percentage of Students Passing Matriculation Exams, by Locality 2008-2009, was released today. The report includes localities with at least 10,000 residents. Below are some of the major findings.

The report analyses the extent of the economic, social, military, political and diplomatic burden of the conflict on Israel. Among the report's highlights: The prolonged conflict with the Palestinians undermines sustainable economic growth, burdens the budget, limits social development, absorbs most of the energies of the political leadership, calls into question the legitimacy of the actions of the Israeli Defense Forces and isolates Israel internationally.

In Israel there are large gaps in life expectancy, infant mortality, and morbidity between different social groups – gaps that are growing.

The day after tomorrow the Cabinet plans to ask the Knesset to approve a bill making the next budget a two-year budget for fiscal years 2011 and 2012.

In this essay Israel's March of Folly, Shlomo Swirski, claims Israel's failure to seize the opportunity presented by her astounding defeat of the Arab armies in 1967 in order to continue with nation building and social and economic development, and its growing entanglement instead in the settlements project - the greatest practical obstacle in the way of peace with the Palestinians – was Israel's great folly.
